Amendment No. 1 was offered by Representatives Keller, Johnson, Millett, Dick, Herron, Miller, Kerttula, Saddler, Guttenberg, Pruitt, Gara, and Kawasaki: Page 1, line 3, following "disorders;" (title amendment): Insert "establishing the Comprehensive Autism Early Diagnosis and Treatment Task Force;" Page 4, following line 2: Insert a new bill section to read: "* Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to read: 2012-04-15 House Journal Page 2477 AUTISM TASK FORCE. (a) The Comprehensive Autism Early Diagnosis and Treatment Task Force is created in the legislative branch for the purpose of making recommendations for the development of a statewide comprehensive plan to support early diagnosis and treatment of autism and studying the effects of the state's providing insurance coverage for autism spectrum disorder. (b) The task force consists of nine members who, except for those in (1) and (2) of this subsection, shall be appointed jointly by the President of the Senate and the Speaker of the House of Representatives as follows: (1) one senator selected by the President of the Senate, who shall serve as co-chair; (2) one representative selected by the Speaker of the House of Representatives, who shall serve as co-chair; (3) one member representing mental health service providers; (4) one member from the Governor's Council on Disabilities; (5) the commissioner of health and social services or the commissioner's designee; (6) the commissioner of administration or the commissioner's designee; (7) the director of the division of insurance, Department of Commerce, Community, and Economic Development, or the director's designee; (8) one member representing a private insurance provider who offers health-insurance-related services in the state; and (9) one parent or guardian of an autistic child. (c) The task force shall, not later than January 15, 2013, submit a report to the legislature and the Governor. The report must include (1) policy options to achieve a comprehensive autism spectrum disorder early diagnosis and treatment program that results in coverage to the greatest number of residents in the state; (2) recommendations to the legislature and the Governor that include draft legislation required to achieve the policy options proposed by the task force; (3) an evaluation of the fiscal effect of the policy options proposed by the task force that includes a five-year projection of both public sector and private sector costs and expenditures; (4) an analysis of how the implementation of P.L. 111-148 (Patient Protection and Affordable Care Act) is expected to affect the options, recommendations, and fiscal evaluations of the task force. 2012-04-15 House Journal Page 2478 (d) The task force shall meet as needed during the interim following the Second Regular Session in 2012. (e) The task force may request administrative and technical support from the Department of Education and Early Development. (f) Members of the task force shall serve without compensation but are entitled to per diem and travel expenses authorized for boards and commissions under AS 39.20.180. (g) The task force terminates on January 15, 2013, unless extended." Renumber the following bill sections accordingly. Page 4, following line 7: Insert a new bill section to read: "* Sec. 4. Section 2 of this Act takes effect immediately under AS 01.10.070(c)." Renumber the following bill section accordingly. Page 4, line 8: Delete "This" Insert "Except as provided in sec. 4 of this Act, this" Representative Keller moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Gardner objected. Representative Saddler moved and asked unanimous consent that he be allowed to abstain from voting because of a conflict of interest. (HCR 37 - title change resolution) Amendment No. 2 was offered by Representative Johnson: Page 2, following line 29: Insert a new subsection to read: "(e) The state shall comply with the coverage requirements in this section for a health care insurance plan provided to its employees to the extent permitted by state and federal law." Reletter the following subsection accordingly. Representative Johnson moved and asked unanimous consent that Amendment No. 2 be adopted. There was objection.
